Centrs is Latvia's office core — Riga's competitive stock is ~742,000 m² with prime rent at €18.00/m²/month and vacancy at 13.0% (CBRE, Q3 2025). Class A asks €14–18/m², Class B €10–14/m². Riga is the cheapest and most vacant Baltic capital, and with over 70% of deals in Class B and rent-free periods on offer, tenants currently hold the negotiating power.

Centrs is the business core of Latvia — 30,188 residents on 3.7 km², wrapped around Vecrīga (which is a separate neighbourhood) and largely covered by the UNESCO World Heritage listing inscribed in 1997. This is where the country's corporate headquarters, law firms, banks and consultancies sit, among Art Nouveau facades and the boulevard ring laid out after the fortifications came down in 1857.

Riga's competitive office stock is roughly 742,000 m², with prime rent at €18.00/m² per month and overall vacancy at 13.0% (CBRE, Q3 2025). Class A asks €14–18/m² depending on building and fit-out; Class B runs €10–14/m². That makes Riga both the cheapest and the most vacant of the Baltic capitals — Vilnius prime sits at €20.50 with 9.5% vacancy, Tallinn at €24.00 with 8.8%.

The market's defining feature right now is a flight to pragmatism: over 70% of transactions are in Class B, as occupiers choose ready-to-use, cost-efficient space over headline addresses. Deals are small — most under 400 m² — and landlords are offering rent-free periods and reduced as-is asking rents. Brokers disagree on vacancy (estimates range from about 10.5% to 15% depending on whose definition of "modern stock" you use), but they agree on the direction: a growing speculative pipeline means tenants hold the negotiating power.

The best of the stock is genuinely good. Novira Plaza on Marijas iela represents over €70 million of investment and houses PwC Latvia, Wolt and Eversheds Sutherland Bitāns; Satekles Biznesa centrs is anchored by SEB on an 11,000 m² pre-lease; Magdelēnas kvartāls sits in the Klusais centrs. All three are Class A and all three are LEED or BREEAM certified — which increasingly decides shortlists, because tenants with their own reporting obligations need a landlord who can supply the numbers.

Transport access

Riga Central Station and the International Coach Terminal are both here, alongside the city's tram, trolleybus and bus hub — trams 1, 2, 5, 7, 10 and 11 plus a dense bus and trolleybus network. Riga Airport is roughly 10 km away, about 20–40 minutes by car depending on traffic. Rail Baltica's Central Hub is under construction: €260 million is budgeted for the Latvian works in 2026 and the station building is due to be handed over at the end of 2026, though signalling and track in the south section run to mid-2028 — so treat the building and the railway as two different dates. For occupiers this is the best-connected address in Latvia for staff commuting. Note, though, that cargo transit has been banned across Akmens tilts, Krasta iela, 11. novembra krastmala and Eksporta iela since 18 January 2024, with fines now being issued, so plan deliveries and fit-out logistics around it.
